A new study by the University of California, Berkeley, Wildlife Conservation Society, and others uses a new scientific methodology for establishing marine protected areas in Madagascar that offers a "diversified portfolio" of management options ? from strict no-take zones to areas that would allow fishing.
The methodology looks at existing information on the country's climate, along with dependence on fisheries and marine resources, and applies three different planning approaches to establish priorities for management along the entirety of Madagascar's west coast.
The diversified portfolio approach to marine conservation greatly increases the likelihood of finding and implementing successful management that fits a country's needs while simplifying the process of picking locations and the most appropriate forms of marine management, the authors say.
Considering the need to develop a management regime for the reefs and mangroves of Madagascar that factors in the impacts of climate change, the methodology recommends a range of conservation areas with strict no-take protection as only one type of management recommendation.
The paper appears in the February 16th issue of the open access journal PLoS One. Authors include: Thomas Allnut, Merrill Baker, and Claire Kremen of the University of California, Berkeley; Tim McClanahan, Caleb McClennen, Andry Rakotomanjaka, and Tantely Tianarisoa of the Wildlife Conservation Society; Erwann Lagabrielle and Serge Andrefouet of the Institut de Recherche pour le D?veloppement; and Reg Watson of the University of British Columbia.
The authors say the process provides a more efficient and comprehensive way to plan on a large scale and found that several marine areas in Madagascar come out as conservation priorities across all methodologies. Specifically, these included reefs in the vicinity of the Barren Islands, the large shallow banks to the northwest and southwest, and the reefs of Juan de Nova.
The study highlights the differences in the country's regional patterns. These include heavy human pressure in the south and areas of high climate variability intermixed with lower vulnerability but high biodiversity in the northwest. Areas of particularly high biodiversity value include the islands, reefs, and bays of the northwest; the fringing reefs of the southwest; and the barrier reefs and islands of the central west coast.
Madagascar is one of the poorest countries on Earth yet has proposed to create over 1 million hectares (3,861 square miles) of protected areas to provide for the long-term conservation of its marine resources.
"It behooves countries, in the face of impending fisheries and climate crises, to plan and implement intelligent management that will increase the resilience of their natural marine resources," said co-author Tim McClanahan of the Wildlife Conservation Society, "This paper will provide a roadmap for Madagascar to plan and manage these resources and the methods should prove affordable and useful for the poorest countries where adaptation to climate change will make marine spatial planning a critical part of a successful response."
Co-author Caleb McClennen, WCS Director for Marine Programs, said: "Creation of protected areas is a key conservation strategy to safeguarding marine resources, but one size doesn't fit all. This study demonstrates the need for a comprehensive portfolio of management solutions from community based coastal fisheries to fully protected marine parks."

Is It Time to Start Worrying About Inflation Again? (Time.com)
People tend to forget about inflation during a recession, because it typically abates until a recovery gets under way. But now inflation appears to be coming back. Ignore the monthly numbers ? they're too volatile to be reliable. But Friday's inflation report showed that consumer prices have risen 2.9% over the 12 months through the end of January. Moreover, there's an even more worrying pattern if you look at the same measure at half-year intervals since the start of 2009. The series goes: minus 0.6%, minus 0.1%, 2.1%, 1.2%, 2.8%, 3.5%. With only one interruption, that trend shows inflation on the rise.
Some commentators argue that inflation isn't a problem yet for several reasons: First, the consumer price index typically gives higher inflation readings than some other measures. Second, the economy is still relatively weak and unemployment remains high. That means any short-term price increases are likely to die out rather than fueling a self-sustaining inflation spiral. And third, policymakers have to balance the risks of inflation against the need to keep the economic recovery going and reduce unemployment. As long as unemployment is above 7%, inflation is a lesser risk than slipping back into recession. (MORE: The Most Important Man in Europe)
Those arguments are perfectly reasonable if you believe that government technocrats are generally able to fine-tune the economy and are also uninfluenced by political considerations. Unfortunately, neither of those things is true. The political problem is obvious: It's easy to announce that you are going to cut interest rates or take other steps to stimulate the economy. But it's much harder to raise interest rates or otherwise cause short-term economic pain for the sake of a healthier economy at some point in the future. The temptation for policymakers will inevitably be to wait and be sure unpleasant measures are absolutely unavoidable.
The other problem, though, is actually more serious ? and a bit more complicated. Basically, it's hard to know how much inflationary pressure has been created in an economy as long as it remains latent. Inflation can flare up, however, suddenly and with surprising strength. And at that point, it's hard to reverse. Here's the reason:
Inflation is the long-term rise in the overall level of prices. A one- or two-month blip does not qualify. Neither does a rise in, say, the price of oil, if it is offset by declines in other prices. A general increase in prices can only be sustained over the long term if the amount of money in circulation is growing. And that depends not only on the amount of money in the banking system, but also on the speed with which people spend it (known as velocity). In a recession, people spend less, so velocity slows and so does the economy. To offset that, the Federal Reserve pumps money into the banking system. Because the recent recession has been the worst since the Great Depression, Fed Chairman Ben Bernanke has injected an enormous amount of money into the system over the past four years. The only trouble is that as growth picks up, so does velocity. Sometimes velocity accelerates quite quickly ? and that can cause a sudden and surprising jump in inflation.
Policymakers always risk erring in one direction or the other coming out of a recession ? either prolonging high unemployment unnecessarily or creating inflation pressures that will do damage several years in the future. Political considerations argue for favoring the short run and erring on the side of stimulus. In an election year, that goes double. In addition, a little inflation might seem beneficial right now, since it would bolster home prices, helping both homeowners with excessively large mortgages and banks with bad real estate loans.
You can hope that the Fed and other policymakers get everything right. But there's honestly no way for anyone to know the right policy mix. Prudence suggests that you should assume any warning signs of inflation you see are for real, especially since oil prices are rising right now (while high energy prices don't cause inflation, they do help it along). In fact, gasoline prices are the highest ever for this time of year, and some experts think that gas could go as high as $5 a gallon this summer. When it comes to your investments, the best you can do is limit your exposure in the event that inflation does revive. As a rule, long-term bonds would be hurt worst, while money-market funds and short-term bond funds would suffer least. Stocks could be undermined because inflation makes price/earnings ratios contract. Among blue chips, the most vulnerable shares are those with P/Es above 20, low dividends and revenues that are unpredictable and highly sensitive to the state of the economy. The least risky stocks are those with P/Es of 16 or less, above-average dividends and popular brands or businesses that enable them to pass through price increases to customers. In short, a conservative strategy built around high-quality stocks with above average yields should continue to work if the economy starts to overheat a little, just as it has succeeded over the past few years.

New breed of steamy alien planet found
Scientists have discovered a new type of alien planet ? a steamy waterworld that is larger than Earth but smaller than Uranus.
The standard-bearer for this new class of exoplanet is called GJ 1214b, which astronomers first discovered in December 2009. New observations by NASA's Hubble Space Telescope suggest that GJ 1214b is a watery world enshrouded by a thick, steamy atmosphere.
"GJ 1214b is like no planet we know of," study lead author Zachory Berta of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass., said in a statement. "A huge fraction of its mass is made up of water."
Adding to the diversity
To date, astronomers have discovered more than 700 planets beyond our solar system, with about 2,300 more "candidates" awaiting confirmation by follow-up observations.
These alien planets are a diverse bunch. Astronomers have found one planet as light and airy as Styrofoam, for example, and another as dense as iron. They've discovered several alien worlds that orbit two suns, like Luke Skywalker's home planet of Tatooine in the "Star Wars" films.
But GJ 1214b, which is located 40 light-years from Earth in the constellation Ophiuchus (The Serpent Bearer), is something new altogether, researchers said.
This so-called " super-Earth " is about 2.7 times Earth?s diameter and weighs nearly seven times as much as our home planet. It orbits a red-dwarf star at a distance of 1.2 million miles (2 million kilometers), giving it an estimated surface temperature of 446 degrees Fahrenheit (230 degrees Celsius) ? too hot to host life as we know it.
Scientists first reported in 2010 that GJ 1214b's atmosphere is likely composed primarily of water, but their findings were not definitive. Berta and his team used Hubble's Wide Field Camera 3 to help dispel the doubts.
Hubble watched as GJ 1214b crossed in front of its host star, and the scientists were able to determine the composition of the planet's atmosphere based on how it filtered the starlight.
"We?re using Hubble to measure the infrared color of sunset on this world," Berta said. "The Hubble measurements really tip the balance in favor of a steamy atmosphere."
Berta and his colleagues report their results online in the Astrophysical Journal.

Because GJ 1214b is so close to Earth, it's a prime candidate for study by future instruments. NASA's James Webb Space Telescope, which is slated to launch in 2018, may be able to get an even better look at the planet's atmosphere, researchers said. ?

"With the amount of business I do during Carnival, I could end up in a lot of the postings," said the 25-year-old, though he added, "I don't always sell kisses. Sometimes I give them away for free and other times there's a lot of negotiation before we strike a deal on the price."
The crowd roared, whistled and cat-called over the band's booming drumbeat as Berge placed a gratuitous kiss smack on the lips of a reluctant leopard-clad reveler.
But for Irene Ribeira, the whole concept of the blog defeats the purpose of Carnival.

GM?s results show the impact of changes made during the bankruptcy process in the summer of 2009, when it closed plants, won changes in labor contracts, and shed weaker brands and dealerships. The moves allowed the company to be far more profitable even though sales levels are still below pre-recession levels.
Overall global sales volume rose 7.6% to 9 million for the year, enough to allow it to recapture the global sales title it held for 77 years before it fell behind Toyota Motor (TM) in 2008.
The company?s previous record profit was in 1995, when its net income was $6.9 billion, although $900 million of that earlier profit came from units it was in the process of spinning off. GM considers its previous record profit to have come in 1997, when it earned $6.7 billion.
But a bloated cost structure, including unafforable U.S. labor contracts, and a prolonged decline in market share soon doomed the company. It remained profitable in the first five years of the new century only through record industrywide auto sales in the United States. By 2005, it had fallen into a period of sustained losses that eventually led to GM nearly running out of cash by the end of 2008.
The company received $49.5 billion in federal help to fund its operations in 2009, when private sector money was scarce and there were doubts about the company?s survival.
GM has repaid loans it received and the Treasury got most of the proceeds of its record initial public offering in November 2010. But Treasury still holds about a third of the company?s shares, which are trading below its IPO price, and GM has yet to return $25.5 billion of the money it received.
Shares would have to roughly double, to above $50 a share, for taxpayers to break even on the bailout. Taxpayers fell about $1.3 billion short on the Chrysler bailout.
But even if the bailouts are not repaid directly by GM and Chrysler, there are estimates that taxpayers are better off for the bailouts.
The federal assistance probably saved about 1.5 million jobs, according to an estimate from the Center for Automotive Research, and prevented GM, Chrysler and many U.S. parts suppliers from being forced out of business, which would have been a huge blow for tax revenue. All the major U.S. automakers are again hiring, and further job gains are forecast in the coming years.
Despite the record annual profit, the quarterly results were a disappointment. The company earned $472 million, or 28 cents a share, down from what it earned a year earlier. Part of that was due to an 11-cent-a-share charge for special items in the most recent period.
Analysts surveyed by Thomson Reuters had been forecasting earnings per share of 41 cents in the period.
Shares of GM (GM, Fortune 500) fell 2% in premarket trading after the report.
Operating income in North America nearly doubled in the quarter to $1.5 billion. But European losses remained steady, and South American operations swung to a loss after a narrow profit a year earlier.
International operations outside those regions was only slightly more profitable, despite continued gains in sales in China, where GM now sell more cars than in North America.?

Tens of thousands have been trapped in often-freezing homes and villages by walls of snow and unpassable roads, and officials have struggled to reach out to the vulnerable with emergency food airlifts.
Authorities in Russia and Ukraine alone reported Wednesday that more than 300 people have died in the bitter cold.
About 100 damaged cars blocked a major highway in the Czech Republic connecting the capital, Prague, with the eastern part of the country and Slovakia. Seven people were injured in two separate accidents, authorities said, warning it could be hours before the mangled vehicles are cleared.
Some 40 cars crashed before midday Wednesday during a heavy snowstorm 188 miles (300 kilometers) east of Prague, injuring two people. Dozens of vehicles, including a bus, were involved in a separate crash southeast of Prague, which injured five, according to Czech public CT24 television.
Authorities in Russia said 205 people have died this year in the frigid cold, while Ukraine has had 112 cold fatalities and Poland had 107. Seven people have died in Romania in the past 24 hours, bringing the total there to 86 deaths. In Lithuania, there have been 23 deaths. Deaths were also reported in Bulgaria, Estonia, Latvia, Serbia, Croatia, Montenegro and Slovenia.
