Commercial skin-lightening creams have been popular among black South Africans since the 1930s, although political opposition to the products has been on the rise since the 1960s. (Several African countries have banned lightening creams, either for medical or cultural reasons.) The skin-lightening cream Fair and Lovely has been a mainstay at shops in India since 1978, and Western cosmetics companies are now peddling their own lighteners to men and women in the subcontinent. It should be noted that Indian consumers aren?t striving for the translucent skin of European courtesans but rather for a hue known on matchmaking websites as ?wheatish.? Barnes & Noble says PIN pads in 63 stores hacked

Barnes & Noble said Tuesday that devices used by customers to swipe credit and debit cards have been tampered with in 63 of its stores in nine states.

The company warned customers to check for unauthorized transactions and to change their personal identification numbers, or PINs. It didn't say how many accounts may have been compromised.

But The New York Times, citing a high-ranking company official it did not name, reported that hackers had made unauthorized purchases on some customer credit cards.

The New York-based bookseller said in a statement Tuesday only one of the devices, known as PIN pads, was tampered with in each of the 63 stores. The stores are in California, Connecticut, Florida, Illinois, Massachusetts, New Jersey, New York, Pennsylvania and Rhode Island.

All the PIN pads in its nearly 700 stores nationwide were disconnected on Sept. 14 after the company learned of the tampering. Federal authorities are helping in its investigation.

Barnes & Noble said it is working with banks and card issuers to identify compromised accounts so that additional fraud-protection measures can be taken.

Customers at its book stores will now have to ask cashiers to swipe credit or debit cards on card readers connected to cash registers, a process that is secure, Barnes & Noble said.

Anything bought on Barnes & Noble.com or with the chain's Nook devices and app was not affected, the company said. It also said its customer database is secure.

Barnes & Noble is only the latest major retailer to be a victim of a serious data breach. In one of the largest, more than 45 million credit and debit cards were exposed to possible fraud because of hackers who broke into the computer system of TJX Cos., the parent company of retailers T.J. Maxx and Marshall's, starting in 2005.

Tornado touches down in northern California

YUBA COUNTY, California -?A rare October tornado touched down Monday afternoon in northern California.

During a tornado warning, several funnel clouds were spotted north of the capital of Sacramento.

Only one tornado was reported to have touched down and that was near?Yuba City.

Reports indicate only?minor damage and no injuries so far.

(AP) ? A 28-year-old Tunisian who was caught on security camera stealing from a man who had fallen onto the tracks on the Stockholm subway and then leaving him to be hit by a train was sentenced Tuesday to 1 ? years in prison for theft.

A Swedish court ordered Nadar Khiari to pay $1,800 in damages to his victim and ruled that he will be deported after serving his sentence. He was not charged with leaving the man on the tracks, since Swedish law does not require people to help.

The September incident stirred outrage in Sweden after the footage was broadcast on TV and went viral around the world.

The video shows the drunk victim falling from a subway platform. Khiari then jumps onto the tracks, steals his belongings and leaves him there. The victim was hit by a train and lost a foot, but survived.

The court wrote that the victim had been "in a particularly vulnerable position, lying intoxicated and injured on the subway track without any opportunity to protect himself, in danger of being killed or being seriously injured. Nadar Khiari must have been fully aware of this."

Khiari confessed to stealing the man's cell phone, a silver case and a gold necklace, saying he was unemployed and needed money for food and medicine. He apologized for not alerting subway staff that there was a man on the tracks.

He was also convicted of another theft, committed in August. It was not immediately clear whether he would appeal the ruling.

(AP) ? In this tech-savvy city teeming with commuters and tourists, the cell phone has become a top target of robbers who use stealth, force and sometimes guns.

Nearly half of all robberies in San Francisco this year are cell phone-related, police say, and most occur on bustling transit lines.

One thief recently snatched a smartphone while sitting right behind his unsuspecting victim and darted out the rear of a bus in mere seconds.

Another robber grabbed an iPhone from an oblivious bus rider ? while she was still talking.

And, in nearby Oakland, City Council candidate Dan Kalb was robbed at gunpoint of his iPhone Wednesday after he attended a neighborhood anti-crime meeting.

"I thought he was going to shoot me," recalled Kalb, who had dropped his phone during the stickup. "He kept saying, 'Find the phone! Find the phone!'"

These brazen incidents are part of a ubiquitous crime wave striking coast to coast. New York City Police report that more than 40 percent of all robberies now involve cell phones. And cell phone thefts in Los Angeles, which account for more than a quarter of all the city's robberies, are up 27 percent from this time a year ago, police said.

"This is your modern-day purse snatching," said longtime San Francisco Police Capt. Joe Garrity, who began noticing the trend here about two years ago. "A lot of younger folks seem to put their entire lives on these things that don't come cheap."

Thefts of cell phones? particularly the expensive do-it-all smartphones containing everything from photos and music to private e-mails and bank account statements? are costing consumers millions of dollars and sending law enforcement agencies and wireless carriers nationwide scrambling for solutions.

In San Francisco, police have gone undercover and launched a transit ad campaign, warning folks to "be smart with your smartphone." Similar warnings went out in Oakland, where there have been nearly 1,300 cell phone robberies this year.

When Apple's ballyhooed iPhone 5 went on sale last month, New York City police encouraged buyers to register their phone's serial numbers with the department. That came just months after a 26-year-old chef at the Museum of Modern Art was killed for his iPhone while heading home to the Bronx.

In St. Louis, city leaders proposed an ambitious ordinance requiring anyone who resells cell phones to obtain a secondhand dealers license. Resellers also would need to record the phone's identity number and collect detailed information including the seller's names, addresses, a copy of their driver's licenses ? even their thumbprints.

"It will take a national solution to make this problem go away," St. Louis Mayor Francis Slay said of the phone thefts.

Though some experts put annual cell phone losses in the billions of dollars, there is no precise figure on how many devices are stolen each year.

However, the problem has become so visible that it has caught the attention of lawmakers and regulators seeking to take the profit out of cell phone theft.

In April, U.S. Sen. Charles Schumer, D-New York, and New York City Police Commissioner Ray Kelly announced that the major U.S. cell phone carriers and the Federal Communications Commission have agreed to set up a national database to track reported stolen phones. It is scheduled to launch in late 2013.

Schumer also introduced a bill called the Mobile Device Theft Deterrence Act, which proposes a five-year prison sentence for tampering with the ID numbers of a stolen cell phone. The bill is supported by the Cellular Telecommunications Industry Association (CTIA), a Washington, D.C. advocacy group.

In addition, CTIA officials said carriers are expected to launch individual databases later this month to permanently disable a cell phone reported stolen. The initiative is similar to a successful decade-old strategy in Australia.

Previously, U.S. carriers have only been able to disable so-called SIM cards, which can be swapped in and out of phones. That's led to a profitable black market for stolen phones.

Chris Guttman-McCabe, CTIA's vice president of regulatory affairs, said the goal of creating theft databases is to render stolen cell phones worthless.

"We want to dry up the aftermarket," Guttman-McCabe said. "Hopefully, there will be no sense in stealing a phone and a once valuable piece of hardware will essentially turn into useless metal."

Right now, the incentive is to steal and that's creating huge losses, said Kevin Mahaffey, a co-founder of Lookout, a San Francisco-based mobile security firm which has advised carriers about the national database.

"Thieves know that carrying a smartphone is like carrying $500 in your hands," said Mahaffey. His company estimates that stolen and lost cell phones could cost American consumers more than $30 billion this year.

Many cities with highest rates of stolen and lost phones also rank among the FBI's listing of U.S. cities with the highest crime rates, including Cleveland, Detroit, Oakland and Newark, N.J., Mahaffey said.

Meanwhile, cell phone thefts and police response continue at a frenzied pace.

In Chicago, two men were each charged with armed robbery last week after stealing an iPhone from a teen.

In Oakland, nearly three dozen people were recently arrested during a sweep for allegedly stealing smartphones. On Tuesday, police arrested 15-year-old boy who allegedly swiped a woman's iPhone near Oakland's City Hall and sold it in downtown San Francisco for $200 to buy marijuana.

"It's a quick crime of opportunity, a snatch and grab, either by foot or on bike," Officer Johnna Watson, an Oakland police spokeswoman, said. "The thieves are gone in an instant."

You thought "The March of the Penguins" was cool? Check out the launch of the penguins?? an aerodynamic phenomenon that helps these flightless birds take flight.

Emperor penguins can't fly just by flapping their wings, but they can propel themselves fast enough through Antarctic waters to turn themselves into winged rockets. They do it by releasing tiny bubbles of air from their feathers: The air acts as a lubricant, reducing drag as they swim up from the depths like tuxedoed torpedoes. In fact, engineers have used air bubbles in similar ways to speed the movement of torpedoes through the water.

Who knew that penguins have been doing the same sort of thing for eons??University College Cork's John Davenport knew: He and his colleagues studied video footage from the BBC's "Blue Planet" TV series to develop a biochemical model for the penguins' torpedo trick. They were amazed to find that the birds' speed was due to the "coat of air bubbles" streaming from their feathers.


National Geographic

The penguin images are from the November edition of National Geographic magazine. The electronic versions of the report include an exclusive video and interactive graphic that show penguins rocketing onto the ice.

Before the penguins dive into the water, they ruffle their plumage to trap air within the feathers' structure. A deep dive compresses the air into a smaller volume. When the penguins go into their launch, the decompressing air is released through pores in the feathers ? creating a layer of tiny, lubricating bubbles.

The trick is described for scientists in the Marine Ecology Progress Series, and for the rest of us in November's issue of?National Geographic magazine. The heart of the magazine story is Paul Nicklen's pictures, which have just won him top honors in the Environment Wildlife Photographer of the Year competition.

"We wanted to change people's perception of penguins as ungainly animals," said Nicklen, who has followed penguins and other polar species for years, and admits he's always had an obsession with Antarctica. "The biologist in me was trying to learn about the science."

And he did learn more about the biological background for the bubble trick: Penguins are preyed upon by leopard seals, which lie in wait beneath the ice to ambush the birds during their ascent from the depths. "The penguins know they're there, and as they're coming up ... it's like someone turns on a tap, and there are millions of microbubbles pouring over their bodies."

The supercharged speed helps the penguins elude their predators and shoot up to safety on the ice, Nicklen said. The masses of bubbles have another defensive effect: They confuse the seals as they try to swim in for the attack. Nicklen himself found out how that feels. When he got too close to the penguins underwater, they released a bubbly barrage.

"It was like I was floating through space, in a sea of bubbles," he said.

The online version of National Geographic's penguin spread will feature a video and interactive graphic showing in detail how the penguins rocket out of the water and onto the ice. Next week, the photographer will unveil an app called "Paul Nicklen: Pole to Pole," with more images. Waldorf Astoria collects stolen hotel property

NEW YORK (AP) ? Three small, silver spoons elegantly engraved with the words "Waldorf Astoria" have come full circle: Stolen eight decades ago by an employee of the famed hotel, they passed through two Brooklyn homes and another three in New Jersey.

Then, earlier this month, Brigid Brown packed them up, took them back through the grand, chandeliered foyer of the hotel and plunked them down on a table ? as part of a new Waldorf "amnesty program" that seeks the return of pilfered property, no questions asked.

"At first, I thought, 'Was my husband's grandfather a thief? How could he do this?'" she asked, grinning as she touched the shining silver spoons over a free lunch.

The spoons joined dozens of other items that are back in their rightful place, including teapots, creamers, a sugar bowl, a wine bottle coaster and dishes for nuts.

Just don't call them stolen items.

Each was "secretly checked out," the hotel says on its Facebook page. And "we're giving you the chance to give it back."

The Waldorf's fancy what-nots are trickling back with stories of human lives, loves and losses going as far back as the early 20th century. They trace the history of the 129-year-old hotel that fills a whole city block on Manhattan's east side. It has hosted every U.S. president ? including Barack Obama this week ? and been home to celebrities from Frank Sinatra and Cole Porter to Paris Hilton.

But the program that started on July 1 offers glimpses into more ordinary lives of people who came to the Waldorf for something special, such as a wedding night, an anniversary, an award or special vacation.

Some items are of no particular value, except emotional, such as a "Do Not Disturb" sign from a couple's wedding night that an archivist pulls out of a cardboard box along with postcards written by the blissful guests.

The new collection will be displayed in glass cases in the lobby with other objects and photos from a celebrity-studded past.

Beyond historic nostalgia, the project has a new-age business purpose: To raise the profile of an old, iconic institution in today's social-media marketing world.

"We're a corporate entity that hasn't focused on tracking history, because we're always looking to the future," said Matt Zolbe, the Waldorf's director of sales and marketing.

Zolbe hopes images of interesting returned property the hotel is loading on Facebook, Twitter and Pinterest will be retweeted or reposted "to attract a new generation to the Waldorf," where room rates start at about $400 a night.

Christine Hayner, a 25-year-old Waldorf sales manager, says she's never helped herself to anything at the hotel. But her grandmother did, on her wedding night in 1949.

This summer, while at the family beach house on the New Jersey shore, a Waldorf silver fork suddenly appeared in her grandmother's hand.

"She said, 'I have something from your hotel, and I want you to have it ? it's important to me,'" Hayner quotes her as saying.

The granddaughter accepted the salad fork, more than a half century after it disappeared from a cart that brought a room-service meal to the newlyweds.

But then, said Hayner, "I thought, 'What am I going to do with this?'"

Three days later, she got the answer at a business meeting where Waldorf executives announced their amnesty idea.

"It sounded oddly familiar, like what my grandmother gave me," she said. "And I thought, 'this meeting is just perfect.'"

But other objects are still missing, including thousands of demitasse spoons that were the most popular stolen item ? easy to tuck away in a pocket or purse.

One unique piece never made it back: the glass door to a shower in the Waldorf Towers apartment of Sinatra and his wife, Nancy, with their initials carved into it. An unnamed seller once offered the Waldorf the door, "but it's not a hotel practice to purchase items that may have been stolen," said Zolbe.

Waldorf archivist Alex Duryee said surprise packages have come from across the country, from California and Texas to Massachusetts and Louisiana.

Two silver butter knives were returned to the front desk by a relative of a New Jersey woman who attended separate luncheons honoring her for selling the most dresses for charity.

"She took a knife each time," Duryee said. "They were her secret trophies."

A silver coffee creamer was mailed anonymously, with the sender fearing prosecution for stealing and writing a note saying, "Thank you for the amnesty program," signed "Jane Doe."

But there's no retribution for the petty thefts, committed mostly to mark memories.

Brown, who lives in Somerset, N.J., and returned the three spoons earlier this month, said the story of how her husband's grandfather swiped the silverware while working as a clerk at the Waldorf in the 1920s and '30s is now part of family lore. She's kept them in a home drawer, tied together with a rubber band.

But sentimentality dies hard.

She sheepishly admitted there were actually four stolen spoons.

"I wanted one as a keepsake."

New technique for nanostructure assembly pioneered

ScienceDaily (Oct. 18, 2012) ? A team of researchers from the University of Florida department of chemistry has developed a new technique for growing new materials from nanorods.

Materials with enhanced properties engineered from nanostructures have the potential to revolutionize the marketplace in everything from data processing to human medicine. However, attempts to assemble nanoscale objects into sophisticated structures have been largely unsuccessful. The UF study represents a major breakthrough in the field, showing how thermodynamic forces can be used to manipulate growth of nanoparticles into superparticles with unprecedented precision.

The study is published in the Oct. 19 edition of the journal Science.

"The reason we want to put nanoparticles together like this is to create new materials with collective properties," said Charles Cao, associate professor of chemistry at UF and corresponding author of the study. "Like putting oxygen atoms and hydrogen atoms together in a two-to-one ratio -- the synergy gives you water, something with properties completely different from the ingredients themselves."

In the UF study, a synergism of fluorescent nanorods, sometimes used as biomarkers in biomedical research, resulted in a superparticle with an emission polarization ratio that could make it a good candidate for use in creating a new generation of polarized LEDs, used in display devices like 3-D television.

"The technology for making the single nanorods is well established," said Tie Wang, a postdoctoral researcher at UF and lead author of the study. "But what we've lacked is a way to assemble them in a controlled fashion to get useful structures and materials."

The team bathed the individual rods in a series of liquid compounds that reacted with certain hydrophobic regions on the nanoparticles and pushed them into place, forming a larger, more complex particle.

Two different treatments yielded two different products.

"One treatment gave us something completely unexpected -- these superparticles with a really sophisticated structure unlike anything we've seen before," Wang said.

The other yielded a less complex structure that Wang, and his colleagues were able to grow it into a small square of polarized film about one quarter the size of a postage stamp.

The researchers said that the film could be used to increase efficiency in polarized LED television and computer screens by up to 50 percent, using currently available manufacturing techniques.

"I've worked in nanoparticle assembly for a decade," said Dmitri Talapin, an associate professor of chemistry at the University of Chicago who was not involved with the study. "There are all sorts of issues to be overcome when assembling building blocks from nanoscale particles. I don't think anyone has been able to get them to self-assemble into superparticles like this before."

"They have achieved a tour-de-force in precision and control," he said.

In the 1996 playoffs, Hall of Fame Packers defensive end Reggie White made a deal with his teammates: Make a big hit, and I?ll give you $500.

In its latest filing in the bounty case, a copy of which PFT has obtained, the NFLPA says that the NFL knew White was paying teammates for hits and allowed it to continue, and therefore is showing inconsistency now by suspending four players for a similar pay-for-performance program with the Saints.

The filing from the NFLPA in the bounty case discusses White?s ?Smash for Cash? program, which included $500 payments for big hits. At the time, according to the NFLPA, the NFL said the program was OK ?as long as players use their own money, amounts are not exorbitant and payments aren?t for illegal hits.?

The NFLPA says that the NFL?s rules haven?t changed since then, but the NFL?s PR agenda has.

?The fact that the NFL has a different agenda today than in 1996 can?t change the unequivocal language of the NFL Constitution and Bylaws, which has never prohibited this behavior,? the NFLPA says in its filing.

Although White?s ?Smash for Cash? program hasn?t often been brought up in connection with the Saints bounty case, White?s actions were no secret at the time. ESPN did a segment on White?s bonuses, the New York Daily News ran a headline declaring that White had offered to pay bounties, and in an Associated Press article from January of 1996, White is quoted as saying he handed out his entire $13,000 playoff bonus for a win over the 49ers to teammates.

?I gave them money for big hits,? White said. ?I don?t know if the money is any more motivation, but I know I paid out a lot.?
